This document summarizes the current situation with the FDC delegations, FDC applications and proposed solution for the initial delegation of FDC 2025.

Current Situation

• Many validator nodes receiving delegation from the FDC program are currently inactive or jailed.
• Many validators do not meet requirements (uptime, voting participation, etc.).

• Unwind delegation from numerous “legacy” validators and redistribute it across multiple new & active operators;
• Gradually undelegated a portion from validators not meeting requirements as a warning and redistribute it across multiple operators;
